EL4DEV, a true mechanism of social constructivism

I am Paul Elvere DELSART and I state with conviction that the EL4DEV program I have designed is a true mechanism of social constructivism. It is a living, evolving and participatory process through which individuals, groups and territories are called to build new collective realities together, based on their interactions, representations and shared aspirations. EL4DEV does not simply offer ready made solutions. It invites everyone to become an actor, builder and co creator of an alternative, ethical, conscious and regenerative world.

The social constructivism underlying EL4DEV is based on the fundamental idea that social reality is not fixed or imposed by a higher authority but formed through dialogue, experience and collective intelligence. Through this program, I propose a distributed architecture of mutual learning where citizens, municipalities, institutions and collectives actively build their own understanding of the world, along with the social, economic and political structures that arise from it. It is no longer the elites who dictate the global narrative but local communities who shape it, test it and help it evolve.

The EL4DEV program is therefore a co construction system that values empirical knowledge, local traditions, citizen innovation and experimental processes. It functions as a matrix of interconnection between these multiple dynamics through a technological system called Big Smart Data EL4DEV. This system is not a control tool but a living organ of synchronization, visualization and coordination of transformation efforts arising from the territories. It facilitates the flow of ideas, results and practices, allowing everyone to observe, understand and draw inspiration from each other’s experiences.

In my approach, social transformation does not occur through confrontation or sudden rupture but through the gradual spread of new representations, new norms and new ways of living together. This is where constructivism takes on its full meaning. The EL4DEV program acts as a generator of collective narratives, mobilizing symbols and prototypes of society. It gives shape to a shared imaginary by connecting it to concrete and replicable projects. For example, the infrastructures labeled LE PAPILLON SOURCE are not simply physical spaces. They are catalysts of meaning, places where visions take form and where society self observes, self educates and self transforms.

I also conceive EL4DEV as a process of identity maturation for territories. By placing small municipalities at the heart of the system, I offer them the opportunity to redefine their role, to reaffirm their creative autonomy and to actively participate in the elaboration of a new global social contract. Through societal Economic Interest Groups, territories learn to cooperate, to pool resources, to co decide and to govern themselves according to their own cultural, economic and spiritual dynamics. It is within this space of joint construction of meaning, institutions and practices that social constructivism truly takes place.

Finally, the transmedia and immersive nature of the Green Empire of the East and the West universe, which envelops the EL4DEV program, plays a fundamental role in this constructivist approach. It allows individuals to engage through imagination, emotion, storytelling and embodiment. Everyone can identify with a quest, a mission, a vision of the world. By entering the narrative, they become an actor of change. The boundary between fiction and reality then becomes fertile ground for the creation of new social systems. The imagination acts as a cognitive and symbolic lever that facilitates the reinvention of reality.

In short, the EL4DEV program is a mechanism of social constructivism because it turns society into an open collective workshop, where identities are redrawn, values are negotiated and structures are built through experience and cooperation. It does not impose a model, it stimulates a process. It does not decree a truth, it generates a plurality of meanings. It does not dominate, it connects. It is within this dynamic of co creation of the world that I place my commitment, my method and my faith in shared human intelligence.
