Elon,
I am writing to you from a territory in suspension and
in the making.
In Torreblanca, Castellón, Spain, a golf project, the PAI
(Integrated Action Program for the urbanization of land previously considered
non-developable) Doña Blanca, has been agonizing after more than twenty
years of administrative, legal, and ecological blockages. Behind this failure
lie 200 hectares of land frozen between two worlds: too constrained to
be urbanized, too strategic to be abandoned.
What many see as a dead end, I see as a crack in the system. And a unique opportunity.
I am Paul Elvere DELSART (but you already know that). For many years, I have precisely anticipated this moment: the point at which the traditional model (concrete, speculation, dependence on heavy infrastructure) can no longer hold. Since 2024, I have anticipated the failure of the Doña Blanca golf project. Here we are. The project is now artificially kept alive, blocked by the courts, paralyzed by the water issue, and threatened by coastal regulations.
But it is precisely because it is failing that it becomes interesting.
I am not proposing to save this project. Not in its
current form.
I am proposing to metamorphose it.
To transform a vast obsolete golf complex into the world’s first prototype of a post-urban system: LE PAPILLON SOURCE:
· A multifunctional agroclimatic complex
· A living laboratory
· A global showcase
Concretely:
You provide the technological infrastructure:
· Distributed solar energy (Tesla Energy)
· Massive storage (Megapacks)
· Global connectivity (Starlink)
· Sensors, data, real-time optimization, etc.
I provide the human operating system:
· A viable social, ecological, and diplomatic model (the EL4DEV program)
· A highly immersive narrative architecture that gives meaning to your technology (the Green Empire of the East and the West or EL4DEV Confederation)
· Full integration with living systems (agroforestry, electro-culture and magneto-culture, water autonomy through atmospheric water capture, natural architecture inspired by mythology or lunar aesthetics using natural materials)
· A highly participatory gamified construction process powered by Information Technologies (BIG SMART DATA EL4DEV)
· Hope for younger generations worldwide (Generations Z and Alpha)
Together, we create something that does not yet
exist:
A place where technology does not destroy nature, but makes it habitable
again.
The critical issue of the Doña Blanca golf PAI in
Torreblanca has always been water.
They attempt to solve it with a €12 million desalination plant, pipelines, and
total dependence on fragile infrastructure.
I bypass the problem:
· Atmospheric water production
· Distributed water autonomy
· Zero dependence on heavy networks
Result: we remove the main legal and ecological
barrier.
Where the current system collapses, our model becomes viable.
But this project goes far beyond Torreblanca.
What we are building here is a reproducible prototype, a “Networked
City-State,” an autonomous node, energy, water, food, and connectivity
and then a model that can be duplicated wherever the current system
reaches its limits.
I have already mentioned to you the equatorial experimental site project in the village of NGOMPEM, in the Sanaga-Maritime department of Cameroon. But I have also narratively initiated an unprecedented process of intellectual and cultural cooperation with El Salvador under Nayib BUKELE (you are both informed). Nayib BUKELE is continuously updated on the proposals I make to you.
These countries are not the only ones. I could mention ambitions involving Cambodia, Russia, Giorgia MELONI’s Italy, and of course France (as I am French) in the post-Emmanuel MACRON era. And yes, I have political ambitions in France (though not in the way people think).
And there is a key point you will immediately understand: this project is also a product. Not real estate. Not tourism in the classical sense. It is a narrative product. A place where people come to experience the future. To learn how to live in the world to come. But a world different from the one a certain global narrative is pushing us toward.
This place will allow us to test another way of inhabiting the Earth.
So we are not talking about ecological luxury. We are talking about meaning.
Today, building yet another golf complex with thousands of homes, hotels, and shops has no interest or symbolic power anymore. Especially in a Spain and a Europe where society is steadily collapsing, where younger generations feel lost because they see no future, and where the population is aging. I want to change that, and so do you.
On the other hand, creating the world’s first sanctuary that is both regenerative and ethically technological, that is a story people want to see. And take part in. Creating experimental centers for the society of the future (a fair and balanced society in perfect harmony with nature) would give meaning to the world’s youth, who will be the key actors in building the new world, our main audience and ally.
On your side, you have already expressed a clear vision: making Spain an energy powerhouse for Europe. I share that vision. Spain has that potential.
But Torreblanca can become much more than that. Not just produce green energy; produce a replicable civilization model. Become a Spanish and European “Pandora” (a reference to the fictional universe of Avatar), at the beginning of a global process of Bioclimatic Terraformation.
We could experiment there with GREEN COIN EL4DEV, an ethical and ecological digital monetary initiative tied to land, presented as a non-speculative alternative for a post-collapse system. Its main characteristic is being directly linked to agricultural land surfaces highly enriched in biodiversity and certified LE PAPILLON SOURCE.
Torreblanca could become the incubator for the Information System called BIG SMART DATA EL4DEV, the only social network for global peace, aimed at rebuilding nations and enabling participatory governance.
I am counting on you to join forces with me and others (Nayib BUKELE, Giorgia MELONI, etc.) in developing and deploying these two key infrastructures.
In Torreblanca, the current owners of the Doña Blanca golf PAI land are trapped. If they continue, they risk failure. If they give up, they lose everything.
But we are here. We offer them a highly attractive third path: transforming a toxic asset into a global strategic asset.
For you, Elon, it is simple:
· A vast available land area
· A blocked context that prevents any conventional competition
· A global narrative already existing in three languages (English, French, and Spanish + some literary Arabic), across multiple platforms and highly scalable worldwide. No one yet imagines what I am capable of achieving in terms of intellectual and marketing guerrilla if I were to receive even minimal financial support. Imagine if I had human resources to assist me.
And above all, Elon, you would gain a real-world testing ground for a fundamental idea: Can technology truly save civilization without destroying its biological foundation?
I believe it can. But we need a place to prove it. Torreblanca, Castellón, is that place I have chosen; and it has the potential.
I am not offering you an investment. I am offering you a global demonstration.
If it works here, it will work anywhere on Earth. And you will have a replicable model for your colonies on Mars.
